All projects that meet the regulatory definitions for research and human subject require IRB approval.
Studies for internal management purposes (for example: program evaluation, quality assurance, or quality improvement) are not research because the intent is not to provide generalizable knowledge, but to apply findings only to that particular program or activity.
If you have any questions about whether your project meets the definition of human subjects research, you should contact a member of the IRB staff.
