Export Controls & Restricted Party Screenings

  1. For a visit lasting less than 2 weeks, it is appropriate for a department to invite a visitor to campus on non-immigrant visa B-1/B-2 or Waiver Tourist (WB/WT), or other appropriate visa. Before issuing a formal invitation, the host department should contact ORC&S to request a restricted party screening (RPS) to ensure compliance with export control laws. The RPS requests - which include name of invitee, citizenship information, description of expected activities while at MSU, and dates of visit - should be sent to researchsecurity@ors.msstate.edu.   2. If research centers and institutes allow short-term visitors access to their facilities, care must be taken to prevent any deemed export violations by allowing their visitor(s) access to export-controlled technology, technical data, or source code via written, auditory, or visual disclosure.

Note: If the foreign national will conduct university-related research, the B-1, B-2, or Visa Waiver Program status (WT or WB) is not appropriate. J1 visa status is required to conduct research. A visitor coming to campus to work on an international research project with MSU collaborators is to be considered "an independent researcher" so long as the prohibitions below are observed.
